Today, after the initiative of the Association of Clusters and Technology Parks, representatives of technology parks, special economic zones (SEZs) from all over the country took part in the online meeting "Anti-crisis measures to support management companies and residents of technology parks and SEZs in a coronavirus."

Representatives of more than 30 regions joined the discussion. The leaders of technology parks and special economic zones discussed the most pressing problems and support measures that will be most effective in the current environment.

“This event allowed us to bring together more than 100 people to collectively discuss the current situation and develop proposals for anti-crisis support for the management companies of technology parks and special economic zones,” said Andrei Shpilenko, director of the Association of Clusters and Technology Parks of Russia. - Based on the results of the discussion, it was decided to apply to the Government of the Russian Federation with specific proposals that help, through various support mechanisms, reduce the shocking load that has arisen in connection with the pandemic.

Among the proposed anti-crisis measures:

- postponement of rental and utility payments for residents of industrial parks and special economic zones and provision of subsidies to management companies for reimbursement of shortfalls in income caused by postponement of rental and utility payments;

- deferral of rental payments for management companies of technoparks and special economic zones leasing land plots of regional or municipal property;

- provision of preferential interest-free loans for urgent needs and restructuring of existing debts of management companies of technoparks and special economic zones, which found themselves in a difficult financial situation;

- temporary exemption of the management companies of technoparks and SEZs from the payment of property tax, income tax, land tax during 2020

- a delay of 6 months for the management companies to pay technology parks and SEZ value added tax.

As planned,  all the proposals will be summarized and sent to the Government of the Russian Federation, to the relevant federal executive authorities and to the heads of the region soon.
