For the Fourth Year in a Row Technopark Takes a Leading Position in the Rating Made by the Association for the Development of Clusters and Technology Parks of Russia

The Association of Clusters and Technology parks of Russia has summed up the results of the 6th National Rating of Technology parks in Russia. In 2020 the ranking included 41 technology parks and nanotechnology centres from 23 regions. Experts assessed the best management practices and contribution to the development of the high-tech sector of the Russian economy.

Kalibr Technopark is traditionally one of the ten best technoparks in Russia. The Technopark became the best in the country according to the S4 sub-index - Investment Attractiveness. Kalibr is the leader in the number of shared infrastructure facilities and services provided to its tenants.

Industrial technology parks today are sites equipped with production and technological equipment, the tenants of which specialize in the production of industrial products, the provision of specialized services, research and development. There are 179 technology parks in Russia in 55 regions, including 65 industrial parks, 50 of them are successfully operating in 2020, 15 are in the process of being created.

The 2020 ranking includes 41 technology parks and nanotechnology centres from 23 regions. However, the list did not include technology parks operating at universities (due to a significant difference in the functioning model), as well as those put into operation in 2020. Technology parks in Moscow, Samara, Sverdlovsk, Nizhny Novgorod, Penza and Ulyanovsk regions, as well as the Republic of Mordovia, Tatarstan and Bashkortostan and the Perm Territory have demonstrated the most efficient operation.

In 2020 the rating methodology changed and the composition of the expert council also changed. It included representatives of state authorities (the State Duma of the Russian Federation, the Ministry of Industry and Trade of the Russian Federation, the Ministry of Economic Development of the Russian Federation), as well as development institutions, the expert and business community (the Industrial Development Fund, the Fund for Infrastructure and Educational Programs of ROSNANO, JSC Corporation SME, State Development Corporation VEB.RF, Analytical Center under the Government of the Russian Federation, Russian Union of Industrialists and Entrepreneurs, JSC Russian Export Center , Intel Corporation, etc.).

“Every year the rating methodology is improved as a result of interaction with the expert community, which makes it possible to increase the accuracy and objectivity of assessing the activities of tenants and management companies of technology parks. The results of the rating are used by representatives of government authorities and businesses to determine the most effective technology parks in the country, as well as to identify and replicate the best practices for managing technology parks and interacting with residents. Technology parks with a variety of models of operation can be among the leaders in terms of performance - both those created on greenfield sites and those developing on the territories of industrial enterprises. More and more management companies of technoparks operate without attracting budget funds, including by providing residents with basic and specialized services. The growth of indicators of innovation activity of residents indicates that high-tech enterprises are concentrated in technology parks, effectively introducing advanced production technologies ", – noted Andrey Shpilenko, the head of the Association for the Development of Clusters and Technology Parks of Russia.

«Industrial technology parks are one of the key elements of industrial infrastructure, contributing to the development and development of the production of competitive products, the expansion of cooperation between small technology companies and big business, as well as the introduction of advanced production technologies. Today, industrial technology parks are an important tool for the development of high-tech sectors of the Russian industry with high growth potential.

The most important step in the development of this tool was the approval of requirements for industrial technoparks in accordance with the Decree of the Government of the Russian Federation of December 27, 2019 No. 1863. The presence of a single set of requirements will contribute to the unification of the terminological base and approaches to supporting industrial technoparks at the federal and regional levels.

One of the most significant federal measures to support the creation of industrial and technological infrastructure is the reimbursement of the regional costs for the creation of the infrastructure of industrial technology parks through the return of taxes and customs duties paid by residents. This measure is being implemented by the Ministry of Industry and Trade of Russia in accordance with the Decree of the Government of the Russian Federation of October 30, 2014 No. 1119. In 2020 a number of changes were made to the decree, which made it possible to increase the volume and timing of cost recovery. Also, the Ministry of Industry and Trade of Russia plans to launch a similar mechanism in 2021, but with direct reimbursement of the costs of managing companies of industrial technology parks from the federal budget.

Currently, the Ministry of Industry and Trade of Russia, with the assistance of the Association of Clusters and Technology Parks of Russia, continues to work on introducing uniform requirements for industrial technoparks, eliminating contradictions between federal and regional legislation, and improving measures to support industrial technoparks.
