The Russian Association of Clusters and Technoparks summed up the results of the IV National rating of Russian technoparks, the purpose of which is to identify and replicate the best practices of technopark management and success stories of technoparks tenants. In 2018, the rating included 38 technology parks located in 22 regions.

The regions of Russia are represented in the rating as follows: Moscow and Moscow region - 8 and 4 technology parks, respectively, the Republic of Tatarstan - 3 technology parks, Novosibirsk, Nizhny Novgorod, Sverdlovsk regions and the Republic of Mordovia - by 2 technoparks, another 15 regions - 1 technopark each. The technoparks from Moscow, the Republic of Mordovia, the Novosibirsk, Nizhny Novgorod, Samara, Moscow and Ulyanovsk regions, as well as Tatarstan, demonstrated the highesr level of efficiency.

According to the results of the calculation of technopark indicators, the rating participants were divided into 4 groups: the highest, high, moderately high, and sufficient level of efficiency of the technopark. It is noteworthy that in the 2018 ranking, the gap in points between the first and fourth groups decreased by more than 1.5 times compared with 2017. This suggests a general improvement in the performance of technology parks. Kalibr Technopark entered the 1st group "The highest level of efficiency of the Technopark functioning" and took the 1st place in terms of "Specific export volume of the products of the technopark tenants" and "Share of the Technopark areas commissioned during the 3 years preceding the year of the rating, in general the volume of the technopark areas put into operation ", as well as the 2nd place in terms of the" Specific volume of paid services of the management company of the technology park "and the sub-index S3" Efficiency of the management company of the technology park ".

“The rating became a second step of the work on the regulatory and methodological support of the activities of technology parks, which the Association has been conducting since 2011. Over the years, we have not only managed to develop a methodical approach to the work of technology parks and to approve the regulatory framework of industrial technology parks, but also to develop powerful analytical tools. The main objective of the rating is not simple ranking of technoparks by indicators, but identifying and replicating the most effective approaches to their development, ”said Andrei Shpilenko, director of the Russian Association of Clusters and Technoparks.

According to the results of the rating, the Association will propose to the Ministry of Economic Development of Russia to use the rating methodology in assessing the effectiveness of technoparks receiving state support. Ministry of Economic Development of Russia will start providing subsidies to technology parks in the framework of the national project “Small and Medium Entrepreneurship and Support for an Individual Entrepreneurial Initiative” to ensure that SMEs have access to industrial and technological infrastructure next year.

Reference: The leaders of the rating will be awarded in the framework of the III annual practical conference "Industrial Russia 4.0 – Increasing the competitiveness of regions", which will be held on November 23, 2018 in Moscow. The Russian Association of Clusters and Technoparks has been evaluating the effectiveness of technology parks since 2015. The pilot rating was prepared jointly with Intel as part of a strategic cooperation agreement on innovation support. Every year more and more technoparks take part in the rating, and its methodology based on the principles of transparency and objectivity continues to be improved with the participation of the expert community.
