Digital and Non-Digital Factors for the Development of Smart Cities

Kalibr Technopark together with the World Bank held an expert session of the MCCI Committee on Industrial and Innovation Policy called "Digital and non-digital factors for the development of smart cities".

Smart City is a system of technologies that simplifies the management of the internal processes of the city and makes the life of its residents safer and more comfortable. This system includes optimization of the transport system, saving used resources, simplifying processes such as paying utility bills, collecting information from meters, etc.

The event was opened by Mikhail Kogan, the Chairman of the Committee “We continue the set of our events related to artificial intelligence, the development of smart cities, we are talking about important points. In May Moscow hosted the Smart Cities Forum with the support of the Moscow Government. Our expert session will be a small continuation of this event.”

Alexander Chulok, Director of the Center for Scientific and Technical Forecasting of the Institute for Statistical Research and Economics of Knowledge of the Higher School of Economics made a presentation on the topic “Global trends in the post-covid world: opportunities and threats for a smart city”. Alexander spoke about the main trends in the innovative development of Russia, about reducing the cost of innovation, reducing the volume of innovative products in industry, about the growth of innovative products in IT and agriculture.

Yaroslav Eferin, Consultant of the Global Practice on Digital Development and Representative of the World Bank, shared the interim results of the future report on the development of smart cities in Russia, listed the cities participating in the study, and also drew attention to the main research areas, which include an analysis of the current state of development of smart cities in Russia.

Yuri Khokhlov, Chairman of the Board of Directors of the Institute for the Development of the Information Society, made a presentation on the topic "Conceptual scheme for assessing the level of use of digital technologies in smart cities." In his report, Yuri described the main components of the methodology for assessing the country's readiness for the digital economy (DECA), and also mentioned digital dividends.

Egor Shitov, Head of Technology Consulting at the Big Data Storage and Analysis Center, spoke about the key principles of smart cities in the Russian Federation, as well as the methodology for calculating the IQ rating of cities.

The Deputy Head of the Department for the Implementation of Technical Solutions “Smart City” of the FAA “Project Directorate of the Ministry of Construction of Russia” presented an overview of the departmental project “Smart City” in his speech. He reported on how the Ministry of Construction of Russia participates in the improvement of legislation on this topic.

At the end of the event, the Chairman of the Committee thanked all speakers and listeners, said about the need to continue the discussion of such important topics.
