On July 29 the MCCI Industrial and Innovation Policy Committee Holds a Webinar "Creative Industries: Legislative Issues".
The creative industries are seen as big business and an integral part of the economy. And this means that there is a need to develop a system of support measures for creative industries, to amend legislation.
The event was opened by Chairman of the Committee Mikhail Kogan: “It is known that the Ministry of Culture of Russia has submitted for public discussion a draft law that envisages the consolidation of the concepts of “creative industries” and “creative entrepreneurship”. This is undoubtedly an important event, since the question of terminology is still open”.
Evgeny Kutsenko, Director of the Russian Cluster Observatory Center, ISSEK, National Research University Higher School of Economics, made a presentation on the topic: “What are creative industries: definition in the draft law and vision of definition by representatives of industries”. “An important step was the formation of the definition of creative industries as the creation or use of the results of intellectual activity, which helped unite a number of diverse areas,” emphasized Evgeny Kutsenko.
Igor M. Namakonov, General Director of the Federation of Creative Industries, Executive Director of the RUIE Committee on Intellectual Property and Creative Industries, shared his vision of the issue of the criteria for classifying companies as creative entrepreneurship. “It is very important to discuss the economic aspect of this sphere, since in the phrase“ creative industries ”the word“ industry ”is defining,” said Igor M. Namakonov.
Yulia Adigamova, Head of the Creative Industries Development Department of the Department of Entrepreneurship and Innovative Development of the City of Moscow, made a presentation on current support measures for creative industries, spoke about the existing areas of interaction between the Department and representatives of creative entrepreneurship. For example, financial support, education, promotion, infrastructure, analytics and community.
The panel discussion was attended by: the Goodwill Ambassador of the United Nations Industrial Development Organization (UNIDO) Veronika Peshkova, the owner and head of the Portnovskaya Manufactory Shishkin Group of Companies Dmitry Shishkin, as well as speakers from the main part of the webinar.
Veronika Peshkova shared her experience of working with creative industries at the United Nations. “Creative industries are the ones that use a lot of human capital. Contribution to world GDP is from 3 to 5%. Creative industries are a driver of economic development of territories. However, the discussion about what belongs to the creative industries is taking place on the world stage as well, ” said Veronica.
Dmitry Shishkin expressed his vision of the development of creative industries using the example of real production, pointing out the main problems of the industry that have existed over the past ten years and need to be addressed. Dmitry noted that at the moment it is very difficult to draw the line in order to determine the differences between professional creative activity and any other creative manifestations.
At the end of the event, the Chairman of the Committee thanked all speakers and listeners, expressed his readiness to continue discussing this topic in more detail at future events.
